Our Strategic Priorities identify the areas where UFF believes its experience, relationships, and expertise can generate the greatest long-term value for Ukraine and its people. Each represents a distinct area of work, advanced through trusted partnerships and responsible stewardship.
Leadership is, and always has been, one of the most decisive factors in the success of any organization, whether on the battlefield or in demanding peacetime environments. While resources and technology matter, their impact ultimately depends on the leaders and organizations entrusted to employ them. That is why developing capable leaders, strengthening organizations, and building the institutional systems that sustain both are central to our work with the Armed Forces of Ukraine.
Drawing on our close, trusted relationships with Ukrainian military leaders and the experience of accomplished Ukrainian, American, and Allied military professionals, we support leadership development, planning and staff development, doctrine development and refinement, organizational assessment, and other institutional capacity-building efforts. Our objective extends beyond individual training to strengthening the leaders, organizations, and institutional practices that enable better decisions, greater adaptability, and sustained effectiveness.
The demands of war change constantly, creating urgent requirements that cannot always be anticipated or addressed through traditional channels. Our presence in Ukraine and direct engagement with military leaders and units on the ground provide firsthand understanding of evolving needs and where timely support can make the greatest difference.
We work with Ukrainian partners to identify and respond to validated requirements, providing critical resources that have included vehicles, communications, medical support, power generation, protective equipment, and other essential capabilities. This approach allows us to remain responsive as conditions change while maintaining visibility over how donor resources are used and the support they make possible.
No single organization can address the scale and complexity of Ukraine’s challenges alone. Since 2014, we have built trusted relationships across Ukraine’s defense establishment, government, civil society, and an expanding network of American and Allied supporters. Those relationships allow us to connect Ukrainian requirements with organizations, expertise, and resources capable of helping address them.
Our goal is to build partnerships that maximize collective effort toward common objectives and bring the right capabilities together to help address major challenges. By connecting Ukrainian partners with military expertise, institutional experience, philanthropy, technology, and other resources, we can extend the reach and impact of individual efforts while creating opportunities for sustained collaboration.
The war in Ukraine continues to demonstrate how quickly battlefield conditions, technology, and operational requirements can change. Advantages are often temporary, making the ability to learn, adapt, and innovate essential to maintaining effectiveness against an adversary that is adapting as well.
We champion and facilitate innovation by helping Ukrainian partners identify emerging challenges and connect them with new ideas, technologies, expertise, and practical solutions. Our close relationships and direct engagement with military leaders and practitioners also give us valuable insight into what is changing, where innovation is needed, and how new approaches and capabilities are performing in practice. That perspective helps us support adaptation in Ukraine while serving as a trusted resource for organizations seeking to understand where their expertise, technology, or investment can make a meaningful contribution.
